FY 2026 Passaic County Continuum of Care Proposal Request
The Passaic County Interagency Council on Homelessness (PCICH) CoC Executive Committee is now accepting applications from all agencies interested in applying for FY2026 Continuum of Care funding administered by the U.S. Department of Housing and Urban Development. Agencies interested in HUD CoC funding must submit an application for each project which will be reviewed by a local selection committee appointed by the Passaic PCICH Executive Committee.
The PCICH Executive Committee strongly encourages all agencies interested in serving those who have experienced homelessness, including agencies that have not previously received HUD CoC funding, to consider submission of an application. All applications will be evaluated according the scoring criteria attached.
The Executive Committee strongly suggests all agencies interested in applying read the FY2026 CoC Funding NOFO due to significant changes in the CoC funding:

Application Process
- Any agency seeking to apply for new Continuum of Care funding MUST complete an application in SMApply by 5pm on Friday, July 10th, 2026. The SMApply application may be accessed through the following link: https://njcocmha.smapply.io/prog/passaic_continuum_of_care_funding/
- If an agency intends to apply for multiple projects, separate applications must be submitted for each.
- Any nonprofit organization, state or local government and instrumentalities of local government may apply for new CoC funding, even if they haven’t received funding in the past.
- All agencies that receive funding approval from this local process must then submit an application in esnaps to be included in the final submission to HUD.
- Please remember, receiving funding approval through the local process does not guarantee an agency will receive funding, all final funding comes directly from the U.S. Dept. of Housing and Urban Development based on the CoC’s full submission.
Eligible Project Applications:
There are three categories of funding that are available through this competition.
New Project Funding:
For FY2026,the CoC is estimating approximately $2,145,000 dollars in funding for new projects. Eligible projects that will be accepted for PCICH CoC include:
- Transitional Housing Projects
- Supportive Services Only – Coordinated Entry
- Supportive Services Only – Standalone
- Supportive Services Only – Street Outreach
New Domestic Violence Bonus Project Funding:
In FY2026,the CoC anticipates up approximately $800,000 through this Domestic Violence Bonus Project category.
All projects funded through this category must be dedicated to serving survivors of domestic violence as defined by HUD in 24 CFR 578.3 which includes any individual or family who:
- Is fleeing, or is attempting to flee, domestic violence, dating violence, sexual assault, stalking, or other dangerous or life-threatening conditions that relate to violence against the individual or family member, including a child, that has either taken place within the individual’s or family’s primary nighttime residence or has made the individual or family afraid to return to their primary nighttime residence;
- Has no other residence; and
- Lacks the resources or support networks, e.g. family, friends, and faith-based or other social networks, to obtain other permanent housing
Eligible project types that will be accepted for PCICH through the DV Bonus Project funding include:
- Transitional Housing
- Supportive Services Only – Coordinated Entry
Asa note, if your agency is interested in applying for domestic violence bonus funding, there will be a requirement to include specific data detailing the need for the project, which will be included in the CoC’s application to HUD. In addition, all projects funded through the DV Bonus must ensure the program will utilize trauma-informed, victim-centered approaches for services.
Renewal Project Funding:
For FY2026,the CoC is estimating approximately $3,200,000 dollars in funding for renewal projects. Eligible projects that will be accepted for PCICH CoC include:
- Rapid Rehousing
- Supportive Services Only – Coordinated Entry
- Permanent Supportive Housing
- HMIS

- If an agency with an existing PCICH CoC project is interested in submitting for a program expansion, or a transition grant, those must be submitted as a new project application.
- Agencies may submit both a renewal project application and a transition grant application. The transition grant application will only be considered for funding if the renewal project application is not approved for funding. If the agency only submits a transition grant application, but not a renewal grant application, only the transition grant application will be considered for funding.
Deadlines
Completed applications must be submitted via SM Apply by July 10th, 2026 at 5pm.
