FY2026 Continuum of Care Funding Proposals
On June 1, 2026, the U.S. Department of Housing and Urban Development (HUD) issued a Notice of Funding Opportunity to provide communities with funding to assist homeless individuals, families, and youth with housing and supportive services to achieve long-term stability and end the cycle of homelessness. The Ocean County Homeless Prevention and Assistance Coalition (HPAC) hereby invites applications for new and renewal projects from community-based organizations. All agencies interested in implementing programs serving people experiencing homelessness are encouraged to apply, including those agencies that have not received HUD CoC funding previously. Funding for new projects will be determined according to applicable bonus funding available through the FY2026 NOFO and/or reallocation of funds from existing renewal programs.
New projects proposals may only apply for the following types of activities:
- Renewal Projects
- New Street Outreach Projects
- New Standalone Supportive Services (SSO) projects
- New Permanent Supportive Housing (PSH) and Rapid Rehousing (RRH) projects serving families with children
- New Transitional Housing (TH) projects
- New TH projects dedicated to serving survivors of domestic violence
- New RRH projects dedicated to serving survivors of domestic violence
- New Coordinated Entry (SSO-CE) projects dedicated to survivors of domestic violence
Applicants are strongly encouraged to review the FY2026 CoC NOFO notice for more information on HUD priorities and eligible project activities.
A Technical Assistance Session will be hosted virtually on June 17th,2026 at 10am. All new applicants are strongly encouraged to attend.

Application Process
- Any agency seeking to apply for New and Renewal Continuum of Care funding MUST complete an application in Survey Monkey Apply by 5pm on Friday, July 10th, 2026. The Survey Monkey Apply application may be accessed through the following link:

- If an agency intends to apply for multiple projects, separate applications must be submitted for each project.
- Any nonprofit organization, state or local government and instrumentalities of local government may apply for new CoC funding, even if they have not received Continuum of Care funding previously.
- All agencies that receive funding approval from this local selection process must submit an application via esnaps to be included in the final submission to HUD.
- PLEASE NOTE: Receiving funding approval through the local selection application process does not guarantee an agency will receive funding. All final funding decision are made directly from the U.S. Dept.of Housing and Urban Development based on the CoC’s full submission.

Renewal Project Funding:
For FY2026, the Ocean HPAC is estimating approximately $582,058 in funding for renewal projects. Eligible Projects that will be accepted for applications include:
- Permanent Supportive Housing
- Rapid Housing
- Supportive Services Only- Coordinated Entry
New Project Funding:
For FY2026, the Ocean HPAC is estimating approximately up to $849,270 in funding for new projects. Eligible Projects that will be accepted for applications include:
- Supportive Services Only- Street Outreach
- Permanent Supportive Housing Projects for Families
- Transitional Housing Projects
- Supportive Services Only- Coordinated Entry
- Supportive Services Only- Standalone
New Domestic Violence Bonus Project Funding:
For FY2026, the Ocean HPAC is estimating approximately up to $280,000 in new project funding through the Domestic Violence Bonus category.
All projects funded through this category must be dedicated to serving survivors of domestic violence as defined by HUD in 24 CFR 578.3 which includes any individual or family who:
- Is fleeing, or is attempting to flee, domestic violence, dating violence, sexual assault, stalking, or other dangerous or life-threatening conditions that relate to violence against the individual or family member, including a child, that has either taken place within the individual’s or family’s primary nighttime residence or has made the individual or family afraid to return to their primary nighttime residence;
- Has no other residence; and
- Lacks the resources or support networks,e.g. family, friends, and faith-based or other social networks, to obtain other permanent housing
Eligible project types that will be accepted for applications through the DV Bonus Project funding include
- Transitional Housing
- Rapid Rehousing
- Supportive Services Only Coordinated Entry
Please note that if an agency is interested in applying for DV Bonus funding, there will be a requirement to include specific data outlining the need for the project, which will be included in HPAC CoC’s application to HUD. In addition, all projects funded through the DV Bonus must ensure the program will utilize trauma-informed, victim-centered approaches for services.
Transition Grants and Expansion Grants
If your agency with an existing Continuum of Care grant wishes to submit a transition grant, or an expansion, must apply for under a new project application.
Agencies may submit both a renewal project application and a transition grant application. The transition grant application will only be considered for funding if the renewal project application is not approved for funding. If the agency only submits a transition grant application, but not a renewal grant application, only the transition grant application will be considered for funding.
Deadline
Completed applications must be submitted via Survey Monkey Apply by July 10th, 2026 at 5pm.
